WP6: “Becoming What One Is”: Enacting European Citizenship in Turkey

This report is prepared to serve as the basis for an empirical study of the ways in which various groups of Turkish citizens (mainly Kurds, women, non-Muslim minorities, and the youth) enacting European citizenship. Though neither formal citizens of the EU, nor residents within EU member countries, we argue that Turkish citizens are routinely engaging in acts of European citizenship, a status which is formally granted only to citizens of EU member countries. In this report, we provide a brief overview of the various academic literatures we engage with, build on, question, and challenge our conceptualization of certain practices of Turkish citizens as acts of European citizenship.
